Leases, background checks, move in condition checklists ( so you can provide proof of damages when they leave).

Buyers here do not often put down more than 3% since most sign a liquidated damages clause that limits the seller to 3% of the purchase price as damages in the event of a default.

I am replacing a new carpet.I do not have whole lot of pictures from Move-In; but I do have pictures of damages or issues listed above after Move out.

Don't want to get a lease or get a hotel for 6 months, am willing to do our part to mitigate needless damages...i am really that nice, truthfully.4.  

Ignoring tenants will eventually catch up to you in the former of damaged or unmaintained property and late rent.  

My insurance will only cover up to $10K of mold damage. 

Pay a little to get more in rent.Be sure the lease addresses how common area damage, common expenses (like toilet paper, dish soap, etc.), and common utilities will be covered.Good luck!

Depends on the exent of the fire damage if it its too much it might be along the lines of complete tear down. 

Also, if the apartment is not left in good condition, let the Section 8 management know as they could be a help in getting the tenant to pay for damages.
