Can I get an independent umbrella policy through a different company?

Speak to your local, smaller bank or credit union, preferably a portfolio lender. 

We used the “homeboy remodeling company” and the house still is not completed (almost ~10 months).

There are companies out there offering low interest rates for 30 year fixed mortgages so you would not need to deploy all of your capital into one rental property and then play the waiting game for when interest rates drop. 

Also does not take into consideration setups costs if not paid by the solar company.

I don't know your market, but that's been the headline here in Reno.Make sure you're working with a realtor that has their own investments in the town you moving to, preferably has their property management license too.
