It is distressed, high grass, broken down car out front, utility **** off notice in door, and through front window it looks like a hoarder.

I've followed up for 3 weeks (phone, email, text) asking about their what their decision was, and it's been 10 days since they stopped their utilities, and the neighbors said they moved out.

I'm wondering if it is more affordable to tear down a dilapidated mountain home and recycle its foundation and utilities, rather than buy a plot of land and develop it.

On the other hand I uploaded my behind utility bill and my stuff was disconnected although it does say “Processed” and Batched all together.

That way when you do get to court for the money owed it is clear you tried to utilize the resources and the tenants did not comply.
