Hello, so we just got under contract to purchase a 145 apt from a nonprofit organization, the rent is currently literally 60% of the market rate, our biggest concerns are how to make sure there is NO rent increase law in place , how to know if there is one?

The designation of Realtor, is protected by organized real estate, and you must be a member of the local board to practice as such.

Before I go down that path, I'm curious if there is any big benefits for organically "creating" a duplex here outside of scalability (or any disadvantages as well).

It sounds like a phenomenal organization that could be a good option for the future, however at this time I didn't feel it was the right thing for me.

Additionally, you need to make sure the HOA Is organized.

In my experience, GC's love working with investors because we are decisive, organized, experienced, and have a good vision for what we are looking for. 

As such I started off and continue to be a part time agent for non-family buyers/sellers which helped ensure that I had stable income from W2 and "bonuses" from commissions whenever they happen (hence no pressure to close deals).Family deals aside, because I chose to grow the business organically through my sphere of influence, I've been able to not waste a dime on advertising or a minute on chasing cold leads.
