Assuming the property does not have major issues such as deferred maintenance or lacks desirability, accepting anything less than 20% down, minimum, is asking for problems.  

After mortgage service, with 25% down, yearly profit is 16,300.  

All units are currently rented with month to month leases and there is no deferred maintenance on the property.  

In general states with income tax (CA) should avoid doing RE investing in states with high property tax even though I know of some San Diego RE investors that appear to have done very good investing in Texas (@Cody L.).Your cash flow on the Texas properties do not appear to have cap expense or vacancy factored in (and possibly not insurance or maintenance). 

I don't understand your maintenance being $725 and Vacancy being $35.Can you expand on your thoughts here and how you're arriving at these numbers?

I will need to run electricity to the garage from either the 1st or 2nd floor tenants electrical service (just to work on the property, not actually putting electricity permanently in the garage).
