@Kellen Driscoll on top of the fore mentioned advice I would check into the state of Florida's Manufactured Housing Division and see what they say as well as put a call or go to a DMV there and see what you can do and if the charges to order duplicate title (assuming their system data goes back that far) and see what they will charge.

I would normally use 10, 15, 10, 10 as a minimum unless there were unique factors (like newly renovated/constructed), and go up from there. 5% of 550/mo is only $330/year/unit - that could get swallowed up in a single service call for a malfunctioning furnace.
