They may want you to wait a little bit longer, it's something you should definitely talk to your mortgage broker or lender about.

The CMA of the property would be around 430k-450k looking at recently flips homes close to the property (not counting the extra 400 sq). we talked to other investors and came with a rehab cost of 50k give or take, again this is our first work so we might be off by more than we would like to. the Owner of the house seems more than willing than to finance the project 100% by either using his business credit or even taking a HELOC on the property we are flipping.

Look at properties they are currently managing, talk to the tenants and the owners.

I already talked to the tenants - they're going to family elsewhere to ride out the storm.  

Just be sure to talk to local banks first about if that is acceptable for them.

In this case, 'turnkey' is just an adj used to signify that no rehab work is needed prior to leasing.The noun Turnkey (sometimes abbreviated on BP as 'TK') is what Tom is talking about.
