It's more so for the situation where there are numerous tenants and one causes rodents, landlord has to remediate the issue for the others, or if the landlord has a dumpster on the property and doesn't have it picked up regularly, that's a violation, or if a landlord doesn't clean between leases and rents a disgusting apartment to new tenants... those types of things.

It's very prevalent when you see many houses (almost tear downs, but livable) built in the 1940's with numerous code violations and right next to them are new builds in 2017 or 2018 while the appraised lot values are doubling each year.
