I don't think they could demand a reduction on the basis of the home no longer being inhabitable (as you are not able to remedy this), although I wonder if the lease has some sort of force majeure clause available to the tenant under the law.

The owners of blighted properties are supposedly subject to criminal prosecution, but again, as far as I've observed, the City does not put a lot of energy into finding and charging the owners criminally (with one notable exception).

There is some interesting stuff there with the OH trying to prevent activities that tie-up properties, such as options, in order to protect consumers from buyers not able to close, or from buyers planning to profit on a spread.
