I've called at least a dozen hard money lenders and they seem to shy away from "owner occupied" and any that spoke with me longer than 10 seconds wanted 10% down (equity doesn't seem to satisfy this).

Hey Kyle,First of all, the absolute best way to handle this situation is to contact an attorney who specializes in ADA issues.That being said, I think you are on the right side of this one, assuming it is an Emotional support animal and not a ADA recognized "service animal"The difference is (from Nolo.com)However, these protections only apply to dogs that satisfy the ADA’s definition of “service animal.”

I actually did some digging and found in the code where it says: must be parked on a hard and durable surface, such as asphalt,brick or concrete or any surface permitted pursuant to § 156.052(C).They regularly have 2-4 cars in the grass, so I'm going to go have a little chat with them and see if they will move them voluntarily or if it will require threats of fines from code enforcement.Thanks for the feedback guys!
