I'm pretty new to this too, doing about the same thing as you except I'm talking to all those people, it doesn't hurt to reach out, and if it's an investor friendly agent and you can communicate that you're serious, I'm sure they'd be happy to put you on automatic notifications from the MLS for properties that look like they'd be good investments.

If you reside in another county and get your tax bills mailed to there, I cant imagine a tack and serve at a vacant house is legal notification.

Try to run an add in Nevada that your a private lender ( and you have no license and think your exempt because its non owner occ).. you will get a notification from the state in a very short order...
