I been trying to obtain a permit for a septic system placement by the Duval County health department with the help of my septic contractor for 5 months now without no success.I already spent hundreds of dollars for numerous property surveys, lend measuring, permit requests and more.

While you may save some money on the bill, the total return is measured in years.  

If I didn’t take immediate measures to document/paper/ and remove, them I could be stuck with them for life.It sounds like you have things in a much better position.

My quarterly water/sewer bill is just south of $1200 on the 5 family, heat this month $250.It was built into the rent when I took over and after I implemented conservation/ regulated thermostats and insulation my profit jumped (one heat bill was almost $800, prior to sale).You are set up with separate meters- If you chose to split the bill I would consider whether you can institute cost saving measures first that may give you a profit.

I realized immediately that cost / sq ft norms for my area aren't necessarily a good measure, as they are assuming a free-standing residence, and not making a burned out condo whole.Unfortunately, my agent admitted he had no idea how to estimate it either.Does anyone have any ideas on how to approach this?

THEN you get to work on your sale funnel(s), response rates, measurement and conversion, etc.This is what separates the 'playtime' marketers from the pro's.

Aside from being clean and all is there any preventative measures that we as landlords can be doing to be one step ahead of these little nasties ?  

I'm kinda jumping in (research-wise) and taking measures so we can invest quickly when the right opportunity comes along.
