I would imagine the bargaining power would likely come from a PR who doesn't want to deal with the property and just wants to sell it as quickly and easily as possible.Any probate people here care to chime in?

I can't expect the appraiser to go back on their word, but imagine they have a 3% valuation change allowance or something (although I'm not certain).

Imagine the residential market today if you couldn't buy auction or REO properties...if you could only buy from private sellers (99% of whom can't sell for a reasonable price).
