Absent any additional activity I would not offer above asking and simply submit what you feel is a good fair offer and wait on a counter or acceptance. 

Thanks @Jonathan Klemm You have to get the meter from the city but what I see people do that is easier is simply bill back based on proportionate share or simply add a flat fee of water to be collected each month with rent based on average uses the prior 12 months.   

In most cases an "expired" lease simply reverts to month to month.

I’d rent it, and if someone tries to interpret it differently, I’d simply tell them they were wrong and pursuing it will only cost Them money.

different standards for flipping and renting. contractors are mostly lazy and lack efficiency. if you can do it yourself, by god, DO IT. otherwise youll be there babysitting contractors. even if you can manage 1-2 hours a day to do something progressive, youll still work faster than most contractors there for a week at 8 hrs a day.

When it comes time to update lease agreements, simply include this as well in 'from now on/moving forward'.

After you find a tenant, you simply fill out the paperwork they give you, submit it to the housing authority, do inspections and proceed to renting the property. 

My goal now is simply to amass enough cash flow to replace my lost retirement and finally retire as soon as possible so I can go fishing, permanently! 

The "how to" is a river, ever changing and moving so it can be wrong from time, or the simply foundational fact that competition sucks and those who can will work to crush it at any and every potential.
