In the short term I know cali has been better but if you are only looking short term I think you may be sorry,  I survived the big drop when I lived in Pasadena California by the skin of my teeth.

@Kenneth Kussman  In Texas we have the option period which gives you the unrestricted right to cancel the contract and get back your earnest money for any reason whatsoever.

If it's a legitimate need, they should have no problem whatsoever, and service animals are generally very mild mannered and well behaved.
