i always build in $2K for loan procurement, weather i use it or not, it never costs me that much, and 4.5% at the commercial lender is pretty cheap money if you have researched other methods.

If a sub-market were controlled by 2-3 large landlords and a tenant chose to not pay the rent and that data were consumed by the other landlords in that sub-market, that tenant is now facing a real uphill battle the next time he/she procures housing.
