I used to live in the lower mainland but invested where the numbers work like Vancouver Island or Northern BC.

Having a long-term rental while living abroad is do-able.Flipping houses while abroad, in my opinion, more difficult, especially if its your first go around with real estate.I would recommend taking a flight and staying in the area for a week and inspect the neighborhoods and make connections.You can reach out to @Elenis Camargo who has a PM company in Jacksonville.Best of luck though.

I tried to work with the tenant but they have stopped responding and refuse to pay rent anymore, I don't even know who lives in the unit anymore.

I know when you buy a foreclosure in Oregon and you intend to live in it you can evict.

If I live a busy life and don't have the time or care to invest on my own, but want to put, lets say $200k to work, is a 15% cash flow return reasonable? 

I recently purchased my first duplex in Peoria, AZ in September and I am using it as a house hack where I rent out one side and live in the other.
