That area will never be what I'd term Prolific like similar areas are in Wichita and KC for example IMO until Topeka cracks down on Tweakers/Meth use and Homelessness/Mental Illness.

I’ve found their program to be good to work with, similar to section 8 in terms of paperwork, inspections, payments, etc but just for qualifying veterans: https://www.va.gov/homeless/landlords.asp#four.

Therefore, the Housing Authority is requesting that landlords delay rental adjustment requests until AFTER 2021.It goes on to say that if they don't get cooperation from landlords, the current and projected lack of funding may require them to reduce the program size and serve fewer families and "CANCEL current HAP contracts, adding to the homeless population during the Cornonavirus pandemic."

lastly, I can tell you from direct personal experience, the majority of your tenants would be totally OK with making you bankrupt and homeless for the amount of 6-12 months rent, some might even feel bad, but still take the money, and a few would get a sadistic pleasure from it.
