So the situation you are describing is more likely to happen in DC/MD.

I see on BP (thank you to all the members who wrote posts I read about this topic, but I didn't get a chance to take down names so some thoughts going forward are not of my own originality, but those of more experienced investors/GC's) that several people use it but I could not find one post that described how to schedule a SOW (I'm in Texas and I've been getting GC's that are all requesting 50% up front) with HML draws, even though people are evidently doing just that.

As someone described there are mesh products you can use to block off that vent... and handyman can easily do it fairly cheap.

Before you send that money to them, get a very clear look at exactly what was done and before you hire anyone ask them to describe the permitting/code enforcement process of their city.

The problems you described are the reason that such arrangements have a live-in supervisor/monitor.

Investing in syndications, done properly, is a lot less risky than described on the BP forums...and also a lot more complicated than discussed on the BP forums.
