The major reason I don't want to re-tile this (besides the cost and labor) is because this is the hallway bathroom, and I feel like if I made upgrades to this bathroom then I would have to update the master bathroom (which is fine). 

Yes just as if you renovated one of two bathrooms in a single family home, it would be partially updated and the rent that could be charged for that unit would theoretically increase.

doing the refinance and  buying  a rental  should  be able to be processed /  approved   simultaneously ....you might be able to use one credit report and  use  credit supplements  to update  accounts as needed .....I would recommend  closing the refinance  first and then  closing the  rental property  1-2 weeks  after the refinance  closes

It’s mostly updated but we could add some value in the bathrooms and kitchen.

Many things like curb appeal, stainless steel appliances, updated flooring, new paint can bring a lot of value to a property but each one is unique, and costs vary.
