It's not classified as a withdrawal so there is no penalty because it commits you to pay the money back in but it is effectively a withdrawal where you make a loan to yourself.

But smaller local ones and credit unions can usually tell you if they can likely beat the rate or not so you know if applying is even worth it.Either way, credit inquiries are rather minor for scoring purposes and each one has less and less of an effect.
