I am looking to do cash out refinance on these non warrantables condo to buy more properties but I am having a  difficulty in  finding  lenders who can do that as I have high D/E ratio ( due to high number of financed properties ).

Some have a higher risk then others and the private flood insurance uses the latest technology to rate the risk some areas you can get great deals ($500 -900 for great coverage) others can be +1500.

I would definitely keep the damage deposit, and consider the difficulty of getting the tenants to pay for the amount not covered in your damage deposit.
