If you just hire the cheapest or first PMC you speak with and it turns into a bad experience, please don’t assume ALL PMC’s are bad and start trashing PMC’s in general.

I like the West End, but I wouldn't start a long, expensive rehab in a declining market right now.

For example getting settled prior to the school year starting for their children in a new school district.

Just make sure you know how your going to setup your take-out/permanent financing before you start this process as cashout refi's for conventional have seasoning requirements now and delayed financing has rules and timelines as well. 

My plan was to start selling a house or 2, in maybe 8 months once the tenant pays down the mortgages a bit more.

a live in flip that leverages your own skills and contacts could be good - it's a lower risk way to get started.

We don't have much cash on hand now to invest in another property and it would be a few years before we were able to save enough for a down payment.
