Inexpensive land scaping is a good place to start - simply mulch the flower beds for example.

The Philly market provides great opportunities to investors looking for rentals with great rent/value ratios. 

The county Transfer of Density Units (TDU) page doesn't provide (from what I saw) a fee schedule.
