There are lots of PMLs out there who will fund rehab if you can prove yourself and have a rock solid deal. 

Personally, I'd recommend driving Charleston from the east side near Hollywood all the way to the west side and take the loop past Red Rock until it turns into Blue Diamond, then keep driving East on Blue Diamond.

I'd argue that unless you find an absolute gem in Round Rock (aka - in shambles and needs a lot of work), RR isn't the best place for a rental INVESTMENT.
