There is no reason you should be responsible at all for carpet that is over a decade old due to dog smells they allowed in a rental and they were lucky you folded on whatever you agreed to pay and should be happy at that.

I would hesitate calling it a fee since a security deposit is at least partially refundable, unless you are referring to something else like a pet fee, which is often non-refundable.
