I have lived in the area (walk and/or bike almost daily) and have never felt unsafe but you do notice as you head north past 16th street or so things start looking a bit more rough around the edges.

I’ve been scanning the mls sites daily and talking to everyone in my center of influence about houses in a kind of discreet fashion.

Paying a week late is far different than a month late.I would also consider a daily charge for late fee.

Invite friends over for coffee, tea, etc. and have an "addressing" party - hand write the addresses on the letters and the envelopes.

My best advice is you take action daily.
