If they are funding rehab, all they require are pics and video proof of progress before they release funds.

If the teaching is pawned off on Youtube videos and parents, that is not a service.Using your logic, those who currently do not have children shouldn't be paying for public schools via taxes, as they inure no benefit from said schools.That's not how it works.
