Again, if you use a good real estate agent, they should have 3-4 good, reliable, fair contractors for each major component of a housing unit on speed dial.  

If someone gets their application in first are they automatically legally allowed to sign the lease (even if there are other red flags from our in person meeting?)

I think a good place to start would be to get an agent in the out of market area to set you up automatic alerts whenever leads that fit your criteria are put on the MLS.
