Sub-to in my opinion is a very strong option, perhaps he could structure it in a way where they do subject to for a certain time period after which the buyer would need to arrange their own financing.

Putting something together after the offer is really no different than a buyer trying to arrange a bank mortgage. ie, if you don't have the funds "up front", you won't be considered to be a cash buyer.

Yes, I agree that concrete over concrete is a bad idea, but there are many ways to fix up the crack concrete patio like you can replace the entire patio, along with flowers and the borders, you can also resurface the top or you can polymer the slab lifting surface of the patio.
