It takes a ton of knowledge and patients dealing with contractors and the city for permits.

Nothing wrong with Indy or any other city/state generally.

Let's say I buy a 4 plex under fha I know u have to live in one unit for a year but what if I decide I don't like the neighborhood after I move in and decide to leave before the year.

Not an ideal location for Corporate opportunity....most people who do work corporate jobs commute to the city (Grand Rapids) and this significantly affects how property in Muskegon rents (interest, length of stay, type of renter, etc...)

So far, I have recieved 2 absentee list from a title company for 2 cities in North County San Diego.

Does anyone know of any good neighborhoods preferably outside the DFW area where this could be possible.

The plan was to buy a house for myself, and then in a year or two look for an investment property in a cheaper city.

And also how far broken down is this information is in regards to submarkets in and/or around the metropolitan area and city proper?
