The strip is newly built and 80 % finished on the inside.

That includes the repairs, matching the correct level of repairs and finishes, the cost of each repair to each finish, etc.

I just finished one rehab that just went on the market.  

If it does sell by the time second house is finished - move in to the second, or if not, then keep both on sale until one is sold and everything repeats again.

I'd choose a soft sandy color, in a flat or satin finish, which will make it even less noticeable that you've painted over the wallpaper.

This is due to less competition, low inventory / tenant demand for a finished product in these areas.  

Within that area, I know what constitutes high-end, mid range and low-end finishes.
