He has the option to call the police for noise complaints but any good cop is going to laugh at him if he tries to file a complaint against children.

I don't police the bottles that collect on the shelf above the kitchen and I am sure underage drinking happens but that is my tolerance of the illegal (and the tenants are not my kids).
