Are these valid reasons that would allow me to secure another FHA-type loan? 

I can't see what good they are except as security theater unless you have someone watching 24/7.

Can I use a lien to secure any monies I invest/help with? 

It'll be a $1M project and I have been able to secure $270k in private investment, $650k construction + perm debt, and $80k in state tax credits.

Traditional has nice terms and long term security, much easier to finance individually if you ever think you might want to sell one of the properties for any reason because it's time consuming and expensive to separate it later. 

Hello Fellow members,I received a letter from SBA requesting to update and sign/submit a resolution and certificate as I had taken a non secured loan EIDL loan of ~12K.

What should I do with their security deposit? 

Baltimore city and county both require rental licenses and rental inspections but they're pretty basic - hot water, smoke alarms, everything works, railings on stairs, etc.
