Does anyone have experience with the Ellis Act on a property with section 8 tenants?

All possibilities if we feel so painted into a corner once we receive an application that we are afraid the first one won't be the best or are afraid to deny anyone...

Most people who are able to get out of that area do, (people with section 8 don't want to live there), and sad to say the rest will move in with tax money, not pay rent, then wait out the eviction process for the rest of the year. 

In other words you can not decline a renter because they are on section 8.  

Something like that design may be up to a $1000 per rail section (meaning the one pictured would be 1 section).
