Essentially, I would like to assign each unit a usage of "x" gallons per day before closing the water valve when threshold is met to regulate the units.

Then either contact the local Planning Department and ask where the use is allowed, or simply go directly the jurisdiction's website yourself to interpret the zoning map and regulations.

@Myka Artis STRs have experienced huge growth in 2020 in *drive to vacation markets with an outdoor draw where regulations are favorable* (ie near lakes, oceans, mountains, desert).

I'd bet this happens more quickly than we'd think, or the local MLS steps in and regulates this more tightly.
