Their definition of heartbeat is literally anything with a heartbeat, so people AND pets.

I don't know what area you're in but there are likely State and local permits, hearings at a Zoning commission where neighbors may voice concerns, Health department approvals, etc. 

I currently work in the medical health and fitness field and I know pretty much what I am looking for as far as size is concerned, general location, etc. 

The current Lease allows for pets under 35 lbs, however, the current tenant does not own a pet.

The problem is that around December he had health issues.

The 100 year old water lines were originally lead (Pb) and now deemed a health hazard.
