The carpet is dirty, the walls have scratches on them, paint is chipping and a million other things are wrong with it.

just found out that my insurance company does not cover lead paint,  anyone knows which insurance company covers lead paint for rental in new york ?  

A few things are just in need of replacing which is paint and carpet.

We've done a lot of sprucing up on the inside new paint, carpet, vanity/sink, shower doors, new white switches and receptacles, blinds and a little bit of cabinet work. the house has a nice backyard and a one-car garage.

When painted you would not know that it wasn't expensive carved wood.

I know the rents will remain some what the same so it's hard for me to justifying going outside of new carpet and paint.

That means, the color of paint, choosing the carpeting, etc. 

That after the tenant moves in and they want to get out of paying rent, they scream black mold, lead paint, and yet let their babies crawl on this !!!
