HUD, Fair housing, State Government, Local city councils, it's overwhelming. 

Likely, they are not breaking any laws that PD will care about, but they could be.

We utilized our knowledge of crash pads in our area and local property laws to help us reach our max number of occupants and earnings.

Our HOA by laws state that I cannot rent my primary residence, I must sell it in our community.

It would be a good idea to familiarize yourself with your local landlord tenant laws, ESA certification requirements in your state. 

I suspect an experienced local investor would not be scared off by this house because they could physically see and understand how to address the issues in a common sense affordable way.

For example in Colorado certain cities had laws against more than 3 non-related individuals being in the same property as it might be considered a brothel.

look up the local rules and see if it is something you can do. 

And of course in REI, that's too local so some will see flat, some will see 15%.
