The current refi rate on the rental would be .75% lower and the primary home would be about .875% lower than it currently is.My eventual plan, 2-4 years, is to refinance to purchase another rental.

That you will pursue a financial judgement against him in court for all the unpaid rent, utilities, damages, plus your legal costs.Since he's young, I would recommend you actually pursue a judgement against him as this will follow him around until he eventually pays it.

It took a while to fix but they eventually paid me for missed month.Make sure you ask the current owner for a rent ledger (one for the tenant paid portion and one for the HAP portion) and ask for the most recent document laying out how much of the rent the tenant pays vs. how much the HA pays.
