I've been listening to the bigger pockets podcasts and I remember David Greene saying a few times that depending on your situation, if you can hang onto an appreciating asset even if it isn't quite cash flowing that it is sometimes a good move because appreciation builds wealth long-term and eventually rental rates will go up.

(edited)This will affect investors with separate metering for little used units or devices like pumps or EV charging.... even if you have excess solar generation or whatever the bill charges will still apply.

For example, if you are evaluating a flip that you know you can turn around in 3-4 months or a BRRRR (value add and refinance) and you run the numbers and even with the HELOC interest you will still make a good profit, in my opinion this is the best use of that line of credit.

So even if the tenant offers do not accept it because you can't list that amount on the lease since HUD will want to see the lease.
