As someone who's had some exposure to the A&E industry, I know how important it is that projects finish on time and on or under budget (preferably the ladder).  

The 40k job adjusted for promotions and increases even with inflation will not allow you to save much at all.You could also go into business for yourself and get an SBA loan putting 10% down.

For the electrical we had to call PG&E to come out an unlock the breaker box so we could change a main breaker just to run our inspection on the houses electricity.

I pay for MLS (Like you would anyplace), my E and O Insurance (Like you would any place, though unlike MLS this can probably vary a little), and like $200/yr in office dues which I think is pretty cheap.

I doubt any promoters will be enthusiastic about risking tens of thousands of dollars to spin up raises with this black cloud hanging over the industry.
