So keep it simple, I'd think something as vanilla as storing a tenants salted or partial SSN#, city, a few rating flags (late payers, dirty, evicted, drugs, etc) with locked down access to verified landlords would be invaluable and not at all illegal or unethical.

From a 1031 perspective however, Scenarios 1 and 3 will not qualify for 1031 treatment because you are treating them as flips or inventory and so not qualified use for 1031.

The majority of my evictions have come from the purchase of run-down apt buildings where half the population is not paying and/or selling drugs and we have to cut out all the bad apples.
