If its atop the durock you could use mortar or or leveling cement, just need to ensure it fully dries and cures before placing the vinyl atop it, this would leave it pretty flat and ready for the vinyl

We haven't had any issues lately, however if in fact the survey is correct, I will be repairing/pouring a new cement driveway to help with the pitch and run off of water.

If one of the two tenants moves out (I highly doubt that both will move out at once), you'll re-rent that apt for 100% market value making your new rent roll 95% of the market value.If you raise both units to 100% of market value, you'll risk both tenants moving out at once.

I would be concerned that the cement around the outside of the house is pushing the water towards the house instead of away from it.

I doubt you will find turn key properties with that kind of cash flow, but a rehab and rent will get you those numbers.

No doubt these are professional tenants, making claims to ensure you can't evict (some states don't allow for 6 months after a violation is issued) and they probably don't plan on paying any more rent, either.
