I know it is in many parts of the city and there seems to be few neighborhoods where $900 is not doable, but again until I can speak with someone who let's me know they're getting it consistently I'm not 100% certain that's the number here.

The biggest thing you can do from a marketing perspective (regardless if it's DM, social, SEO, etc.) is consistency.

Based on what I'm seeking the markets that seem to consistently appear within my desired prices/returns are Cleveland (Ohio in general), Detroit, Memphis and parts of Alabama.

I don't want to sell it, because DC has consistently been on an upward sales trend.

As long as it's consistent with the lease, you have the right to withhold some of their deposit to cover the damages and cleanup. 

I try to keep communication lines open with my tenants so that we can try and address issues long before I need to think about eviction.
