I will assume that you want rentals. having experience before getting into apartments is a myth. 

Are there contractor that can handle 40-60 unit remodels in the surrounding Houston market?

Are you looking for flips, buy and hold single family, buy and hold plex's, apartments, mobile home parks or something in between?
