It sounds like the builder just messed up but it seems hard to believe the seller of your lot never knew they were trenching across your lot and hooking up to your sewer tap.

@Matthew Lenning Its an idea or just plunk down the cash to the builder and do a cash out refi after and it may appraise for more. 

That's why builders tend to avoid HOA's and prefer to work on lots which is in cities so only one entity to deal with instead of multiple.

As a real estate agent I found the builder and was able to purchase the new build before the model homes were even built.How did you finance this deal?

Because of the high costs, it’s easier for builders to construct more expensive homes, even though the demand is for entry-level properties.

Hi Abigail, I’m connected to a few builders on the island and some friends that own, manage, sell, and rehab houses.

I have been in the trades all my life and architects, engineers and builders only go for what you need now in regards to residential construction.  

A quick background is that I am self employed as a property manager for my grandads rentals as well as manage books for him and my fathers construction company, Sons of Seibert Builders, inc.
