I plan to make this my primary residence until I get feel stable again and rent out the spaces to the mid term market.

To purchase it, I would be using equity from my primary home which I plan on renting out.

So there has to be another plan.

If you don't get any additional feedback, you should be able to call the City of Phoenix Planning Dept and assess the overall process, timeline, fees, and feasibility fairly easily.
