Amazing as this sounds it could be as simple as clogged gutters .The sump pump is the last line of defense not the first .Sump placement is very important,with that age there is good chance of no drain  around the foundations .Funny story last house Iived in flooded when I was selling it had to cancel he open house .Installed a sump pump after hauling 12 yards of dirt,gutter work over .

As far as expenses, I just use a simple Excel spreadsheet and an old school notebook to write down info about each house (if it's on well or septic, city water, which electric company, school districts, etc.).
