I'd look into buying a duplex to start for a variety of reasons.

However, like you, I can't think of any real reason why they'd care to withhold it (unless it reveals revision requests in the notes that would appear to have caused the final value to fall a hair under $50k a door). 

I believe DC proper (Baltimore, for sure) is one of those owner residence areas.Here in coastal SC, you have a variety of regulations.
